أمام التحديات التي تعاني منها دول الجوار لجنوب سوريا وبخاصة الأردن، في ضبط ومتابعة الكميات الهائلة من المخدرات المتجهة إلى أراضيها، أقر مجلس النواب الأميركي مشروع «قانون تعطيل وتفكيك شبكات إنتاج (الكبتاغون) والاتجار بها المرتبطة بالنظام السوري».
القانون وبحسب بنوده المعلن عنها، يفرد بنداً خاصاً لدول الجوار، إذ يتضمن، وصفاً للبلدان «التي تتلقى شحنات كبيرة من الكبتاغون وتقييماً لقدرة (أجهزة) مكافحة المخدرات فيها، على اعتراضها أو تعطيل تهريبها». كما ينص صراحة، على «تقديم المساعدة وبرامج لتدريب وبناء قدرات هذه الدول»، على «تعطيل البنية التحتية لكبتاغون النظام السوري».
